This program equips future leaders in politics, law, business, and administration with both academic qualifications and practical training that align with the principles of good governance. It offers highly qualified graduates the opportunity to pursue a master’s degree in fields crucial to the social, political, and economic development of their home countries. The main objective is to empower scholarship holders to actively contribute to their nations’ advancement, fostering democratic economic and social systems while addressing social inequalities.

Furthermore, the program seeks to establish strong connections between scholarship holders and German politics and industry, fostering valuable partnerships and collaborations. Overall, the Helmut-Schmidt-Programme, supported by the DAAD, aims to promote good governance, civil society structures, and sustainable development in partner countries and regions.

Degree Level:

The Fully Funded DAAD Helmut-Schmidt-Programme 2024 (Public Policy and Good Governance, PPGG) in Germany is open for students who wish to pursue master’s level programs at universities in Germany.

Scholarship Benefits:

The recipients of the scholarship will receive the following benefits:

  • Monthly scholarships of €934 for the duration of their master’s courses at German higher education institutions.
  • Health insurance coverage throughout their stay in Germany.
  • Travel allowances to cover transportation costs between Germany and their respective developing and emerging countries.
  • Study and research grants to support their academic endeavors.
  • Rent subsidies and family supplements, if applicable.
  • Mandatory participation in a German language course in Germany for up to 6 months.
  • For the “Social Protection” master’s course, which includes blended learning, an additional monthly payment of €500 is provided during the 4th semester. This semester involves mandatory online classes held in the student’s home country or another developing/emerging country.

Nationalities:

This scholarship is available to students of all nationalities worldwide.

Eligibility Criteria:

To be eligible for this scholarship, applicants must meet the following criteria:

  • Graduates from developing and emerging countries with a bachelor’s degree or its equivalent.
  • Possession of a well-qualified first university degree with above-average grades (upper third) in fields such as Social and Political Sciences, Law, Economics, Public Policy, and Administration.
  • Demonstrated willingness to actively contribute to the social, political, and economic development of their home countries/regions.
  • Possession of practical experience relevant to the program, which can include professional experience, internships, and political/social commitment.

Application Procedure:

To apply for the scholarship, please follow these steps:

  • Ensure that your application is in either English or German language.
  • Clearly indicate that you are applying for the DAAD Helmut-Schmidt Programme, specifically for the Master’s scholarships in Public Policy and Good Governance.
  • You have the option to apply for up to two master’s courses from the provided list. Make your selection carefully.
  • Thoroughly review the DAAD selection criteria checklist and confirm that you meet all the requirements. Check off the checklist and sign the list of criteria with your original signature, mentioning the place and date.
  • Complete the DAAD application form titled ‘Application for a research/study scholarship’ only once. Clearly state your chosen master’s course(s) and, if applying for two courses, rank them in order of preference in your motivation letter. Provide reasons for each choice, explaining why your first choice is your top preference and how it will contribute to your academic and professional growth. You can use the same motivation letter for both courses you are applying to.
  • Submit the application form and all required documents to the respective master’s course(s) you have selected (maximum two).
