To be eligible for the Orange Tulip Scholarship Programme (OTS), applicants must meet the following criteria:

- Not hold a degree from a Dutch educational institution.
- Not currently be studying or working in the Netherlands.
- Be in the process of applying or have already been admitted to a study programme or course at one of the Dutch higher education institutions participating in the OTS.
